Tropical Storm Cindy

TS Cindy popped up last night and is heading away from us also.

Update (7-23): Cindy dissipated before I got around to saying that she was about to do so. There are some tropical waves we're keeping an eye on.

These NOAA folks are confusing me again. BRET is being called a sub-tropical cyclone while CINDY is far out of the tropic zone but is called a Tropical Storm. I have to admit I've never seen the word 'cyclone' before applied to a storm at sea. I remember emailing them once before about definitions, and the explanation they gave me does not fit either storm here.

Hmm. I wonder if it has something to do with where or how they developed? I'm clueless. 'Course I don't remember what investiture means either. (Is that the right word?)
